those headlights need some serious cleaning.

If you have 6 hours to spare(could be shorter depending how fast and hard you do it)

wetsand with 400 grit until the clearcoat is completely gone
wetsand 600 grit
wetsand 1000
wetsand 1500
use medium rubbing compound (the red stuff)
then use light compund(whitish stuff for 1500 grit marks and higher)
then use meguiars plastic polish
I then used a wax + machine buffer but its not neccesary

Your headlights will look better than new and you can take out any scratches/nicks
