I had a similar problem with what you are describing. Come to find out that it was the POS factory BOV. The stupid grease monkey who was working on my car broke the plastic vacuum nipple off. Got a new BOV and voila! Problem solved, much better boost response. Get rid of the factory BOV and at the very least get a 1st Gen., which is a great BOV and will fit her needs perfectly, unless she plans to do some serious power.

If it is not BOV related, then I concur with the other guys in saying that you have a boost leak somewhere.
