The stock WRX fuel system, turbo, and engine will handle around 17psi from the stock turbo. That being said, I wouldn't run much over 16-16.5psi if you want to be safe and drive it everyday. I ran mine that way for many months with a turbo back exhaust and stock uppipe with no issues with the cat as mentioned above.
