yes. with the IR light getting powder on it wouldnt be a problem. it would probably take a lot more time as the block itself would have to reach 450 degrees, and thicker materials tend to take longer.
If you're wanting to get a show-type finish on your block, there is a guy up here with a 30's ford who base-coat/clear-coated his car with standard car paint (like the exterior of his car). It has been that way for 2 years and he hasnt had any problems with the paint burning or cracking... Oh, and it looks awesome.
