Normal problem. Pull out the cluster and check the bulbs. If the bulbs are fine its just a bad contact between the bulbs and the circuit board they sit in. VWs solution is to replace the entire cluster surround. Usually you can just spin the bulbs until they make better contact. Been through that manu times with me old Golf. Nothing like driving around with a small flashlight on the dash to see how fast you are going.
