Yes you can. It would run pretty good but not quite as good as a gsr ecu. You might want to see if anyone can chip it with a program more suited for 1.8L motors. Im running a mugen chipped pr3 for my lsvtec. The program was designed for a 1.6 and it runs pretty good on my 1.8l with the exception of a slight cold start idle problem. The pr3/pw0 ecus wont operate the secondary butterflies on the gsr manifold. You could remove the butterflies at the expense of a little low end torque run a skunk2 manifold or wire up a rpm switch to activate the butterflies. The pr3/pwo ecus also look for 2 o2 sensors. You would have to have them tapped into the gsr manifold since there wont be any there. You cant run the stock b16a1 manifold because it will touch the oil pan on the b18c. HTH
