if seriously $700 is all you have, then I suggest waiting, considering he'll need insurance, and some reserve to fix the inevitable problems that a $700 car will have.

That said, I've been getting by on ~ $1000 cars for 6 years. It's like leasing...only the car goes to the junkyard when the term is over, instead of to the dealer to be sold for a profit.
