Test pipe with a stock motor = NO TORQUE. Hondas need a little restriction and back pressure. Its one of the very few things that GIVE our lil 4cyls torque.
As far as a VTEC controler - I wouldnt waste your money on one with an internaly stock car. Honda knew what they were doing with their production motors. The only time you really need to adjust your VTEC switchover point or change fuel curves is when you have some internal work. EXAMPLE - Going to camshafts with higher lift and longer duration will usually warrent you moving UP your VTEC point as to not drown out your motor with fuel in the low end and things like that. Id start saving for that swap. Save every penny that you would normaly throw at your car and one day youll be 200xs happier.
