Default car wont start, and ive about given up.

its a 91 crx, with a b16a. when the car got to me, it had jumped timing on the intake cam by about 90 degrees, and the distributor was bad.
so, i replaced the distributor, and relined all the timing marks,
it ran for a minute or two, then i shut it off, and it wouldnt start. so, after cranking the motor for a long time, just to see if it would eventually crank, we pulled the plugs, and gas started coming out, and some came out of the throttle body too. all in all about a gallon or more came out... so, with a noid light i checked the injector connections, and had even pulse, the light didnt stay on, so id imagine its not an electrical problem. also, it has a holley regulator, and aem rail. so, i replaced the injectors, and regulator, since the adjustment was broken. now, the car still wont start.
ive sprayed starting fluid in the throttle body, and it still wont crank.
the only things i can think, are the plugs are pretty fouled, but ive never seen plugs so bad they wont spark. i have spark in all for cylinders, and when spraying the fluid, even the motor wasnt getting fuel, it still should crank right?

any suggestions? any possibility of bent valves? and would the motor still crank if this was the case?
