Default Painting Hood / Fenders

So i have a 97 2door civic, and my clearcoat/ paint on the hood and fenders is all fu**ed up. and there is 2 small rust spots on it as well.
so i want to rattle can the shit out of them.

ive seen some cars that ended up lookin nice after a couple of cans lol.. i know this is ghetto but im on a budget.. and since i know NOTHING about painting i decided to post on here and try to get some advise on how and what the best way to do this will be. my goal is to end up with a flat black hood, or stock look.

so with that being said, i need to know how many times to sand these parts, which grits, wet sand? how many coats of primer, paint.
the hood has 2 small rust spots , how do i take care of these?

get some 180 grit to take it down thru, then prime and then hit it with like 400 and paint, dont expect to much but it will make it look uniform at least, and about the rust, find a paint store and ask them for some ospho or rust treatment. no wet sand needed, just try to use even strokes as you paint to make it look well, even.
