There are strict laws against modifying newer cars in Cali, but there are ways around it. In terms of getting your modified post 1975 car to pass smog inspection, it's not what you know or even what you have under the hood, it's a matter of who you know. ; ) What makes California car culture survive, even with such oppressive laws is the depth of "underground" support for getting around them. As far as law enforcement, 99.9% of the local cops couldn't give a flying fart what you're rocking under the hood as long as it's not smoking or stupid loud. The Cali Highway Patrol has no authority to inspect your car, but give them shit and they can write a ticket requiring a DMV safety inspection of the entire car. As long as the car is registered that is very unlikely though.
