Default Fine tuneing,does it include Valve adjusting?

i need to no this if anyone know's...i need to get my valves all done,seems like it is not pumping like it should be..its a built B16 with all titanum internals and valves Are flat not domed and 3angle job WHEREs the best place to go for fine tuning

stainlessSteel sorry i forgot i have to be more clear with you people to get a answer..but i think my problem may also lie in My damn high compression,hondaland told me thay will not work on it..i need a good place anyone let me no if thay no anywhere i will travel if its out of town
