Default Idle

My car usually idles around 7-800 but I noticed that when it sits for awhile(like when I'm at work) and then start it up, it idles at 11-1200 for a few seconds then drops to normal. I didn't notice it before the accident, is this normal?

Even my little rice burner does that.....in the winter time it'll sit at like 1200-1500rpms and slowly work it's way back down to like 600. Freaked me out the first time I noticed it too.
