Default rusty cowl question

would it be better to cut the part of the cowl out under the window (the part that has a rusty hole) and weld in a sheet of aluminum or cut one out of another car and weld it in?

Id like to see you weld alum and steel together, take pics.

It would really be better to scrap that rusty car and get a solid one.

Your going to have to make sure that's not the only rust spot. Check both lower corners under the dash also. Mine looked just like that until I found the corners were rotted out also.
