Fuel Injected gurus come in
EDIT~~~~
Founds this issue.... Ran the car wiothout the little timing spout in at the track. He set the timing back to run on the motorwhen he got home, shut the car off reinstalled timing spout and car would not start. Like it had no fire. Pull the spout out car will fire right up. Any ideas, Tried different A9L same thing. Module , distributor (pick up) issue?

On the original question have you guys put a noid light on the suspected bank to see if it's toggling the injectors properly?
Shooting at the wind here but maybe it's a harness connection issue on one bank with those crappy "salt&pepper shaker" connectors. I always use a pick to spread the male ends out a little by pushing on the center of the male pins, add some dielectric grease and reconnect, they can be a bugger to get back together though after you spread the male pins

Maybe the SPOUT is bad and has too much resistance in it ? Just a thought, try putting a jumper wire there in place of it.
The 3rd post on here has a nice little common issue checklist of no start but cranks stuff...

Another off the wall thing you might check is the harmonic balancer. If it's still the stock one, the rubber might have deteriorated and let it slip enough that when he reset the timing at home it's nowhere near what he thinks it is. Not likely but hey, the damn thing won't start.
