What did he set the timing to when the spout was out? The EEC expects it to be set at 10* BTDC, a few degrees either way won't make that much difference but the EEC calculates the timing assuming that the base is 10* and then ads the amount that is necessary to achieve the timing in the tables depending on load, rpm, ECT and ACT. When you pull the spout, it locks the timing at whatever you physically set it to. If he set it to say 20* at the track, as long as that spout is out, it will be running 20* at all loads and RPM's. If he put the spout back in then the EEC will be adding an extra 10* everywhere because it thinks the base is 10* when it is actually 20*. It could be pulling or adding too much timing and doesn't want to start.

On the original question have you guys put a noid light on the suspected bank to see if it's toggling the injectors properly?

Shooting at the wind here but maybe it's a harness connection issue on one bank with those crappy "salt&pepper shaker" connectors. I always use a pick to spread the male ends out a little by pushing on the center of the male pins, add some dielectric grease and reconnect, they can be a bugger to get back together though after you spread the male pins .

WE RAN CAR AT TRACK NO SPOUT...YES I KNOW IT LOCKS TIMING THATS WHY IT WAS RUN W/O

NEXT...AT HOME PUT TIMING BACK TO RUN ON MOTOR.... SHUT CAR OFF INSTALLED SPOUT...TRY TO START.... NO START....PULL SPOUT CAR START GOOD...PUT SPOUT IN....NO START
I WASNT ASKING HOW TO SET THE TIMING

Maybe the SPOUT is bad and has too much resistance in it ? Just a thought, try putting a jumper wire there in place of it.

The 3rd post on here has a nice little common issue checklist of no start but cranks stuff...

Another off the wall thing you might check is the harmonic balancer. If it's still the stock one, the rubber might have deteriorated and let it slip enough that when he reset the timing at home it's nowhere near what he thinks it is. Not likely but hey, the damn thing won't start.
