Maybe a reason for people with foreign accents is...
they will not get any points like an American person would be.

So they come over, pay the cash, have a good time, and disappear across the ocean.

Some of the cops stall around as much as possible
which is an interesting point.....with so many BIG speeders,
if you are only going a little over, you move up in the standings more than the ones who got pulled over and delayed.

1. To get filmed, and they are about to start laughing.

2. To delay you in hopes of showing you that driving fast did not get you anything.
which causes you to REALLY drive fast to make up the time.

3. To "get even" because you are a rich privileged bastard who thinks he
can get by with anything because he has lots of money.

3a. So they make you drive into town to pay the fine, instead of paying alongside the road.
...and you just lost your rich guy privilege......

4. And if you can afford to have a car shipped to the US with all the paperwork hassles, you
probably are a wealthy, privileged bastard....
