A Wednesday bulletin sent to Monster Energy NASCAR Cup Series teams outlined rule changes for the season’s three remaining restrictor-plate races.

The rear spoiler will be increased to 9 inches (from , and NASCAR officials have also mandated a 1-inch bolt on track bar mount to change the height to 12 inches. With the latter change, it will raise the rear of the car, which teams were running as low as possible since NASCAR eliminated the minimum ride height rule at the superspeedways before the start of the 2018 season:

These changes are to bring speeds back down to a safe range after a two-day February test at Daytona produced speeds higher than what NASCAR wanted with the new rules package. Daniel Hemric, Kyle Larson, and Alex Bowman participated in the test.

Officials do not expect the style of racing to change at Daytona (which the series visits again in July) or the two Talladega races (in April and October).

A month into the season, NASCAR announced it will take six Monster Energy Cup Series cars in for wind tunnel testing.

Officials announced Sunday night after the O’Reilly Auto Parts 500 at Texas Motor Speedway they had selected two cars from each manufacturer. Texas was the third 1.5-mile event of the seven races run this season.

The cars collected were the Toyota Camrys of Martin Truex Jr. and Erik Jones; the Chevrolet Camaros of Kurt Busch and William Byron; and the Ford Mustangs of Kevin Harvick and Paul Menard.

Qualifying for Monster Energy NASCAR Cup Series teams at Richmond will now feature three five-minute rounds NASCAR announced Thursday.

The first two rounds had been 10 minutes in length, but NASCAR said in its memo to race teams that the change was “in an effort to improve the quality of our qualifying broadcast.”

Per NASCAR, the changes — which are only for the Cup Series — are not permanent and will be for this weekend only. Discussions are ongoing about additional changes.

Qualifying for the Toyota Owners 400 is scheduled to take place Friday evening.

The sport has been fighting issues with qualifying much of the season. With the new aero package, no driver has wanted to be the one leading the way on the larger tracks to provide a draft to the competition. That led to none of the final 12 drivers getting a timed lap in at Fontana.

NASCAR has also been unhappy about drivers blocking pit road or sitting at the exit of pit road as the clock winds down until the final minutes, with the track left empty as a result.

Eight teams, including four that had qualified inside the top 10, failed inspection Saturday afternoon at Richmond Raceway.

The qualifying times for all eight NASCAR Cup Series teams were disallowed and each driver will start at the rear of the field. Three teams failed inspection multiple times and will start at the rear in addition to having their race engineers ejected for tonight’s Toyota Owners 400 (7:30 p.m. ET, FOX).

Failing once were the cars of Erik Jones (who qualified second, photo above), Daniel Suarez (ninth), Jimmie Johnson (10th), and Joey Gase (3th). Each team made it through inspection on its second attempt.

Failing inspection twice were the cars of Chase Elliott (who qualified seventh), Denny Hamlin (18th), and Matt Tifft (20th). All three cars passed on their third attempt.

Because they failed inspection, each team picked pit stalls for Saturday night’s race after those who passed inspection.

NASCAR has unveiled the rules package and format for this year’s All-Star Race, including two features that could be implemented in the Gen-7 car that is scheduled to be rolled out in 2021.

The first technical element is a single-piece carbon fiber splitter that the series says will improve height sensitivity, as well as offering a more stable aero platform that should translate into better performance in traffic.

Cars will also be fitted with a radiator duct that exits through the hood; a move aimed at improving aerodynamic parity and reducing engine temperatures. Currently, the duct exists into the engine compartment.

The All-Star Race will continue to be four segments split into 30-20-20-15 laps. In the past, the final segment had been 10 laps in length.

Both green flag laps and those under caution will count during the first three segments. Only green flag laps count in the final segment. In the final segment, there will be an unlimited number of attempts at a green-white-checkered finish.

The Monster Energy Open will be comprised of three segments of 20-20-10 laps. Three drivers will transfer into the All-Star Race by winning one of the segments. A fourth driver will transfer in through the fan vote.

Eligibility for the non-points event is earned through having won races in 2018 and 2019, or being a past All-Star Race winner or Energy NASCAR Cup Series champion.

“Throughout its history, the Monster Energy NASCAR All-Star Race has provided a platform to try new and innovative ideas, some of which we have incorporated on a full-time basis,” said Steve O’Donnell, NASCAR executive vice president and chief racing development officer.

“Last year’s All-Star rules package resulted in one of the most exciting all-star races in history. With a similar package, and added elements that we could see in the next generation race car, we expect another must-watch event.”

NASCAR confiscated the rear deck lid from Austin Dillon’s Richard Childress Racing No. 3 Chevy on Friday at Talladega, but crew chief Danny Stockman said the team was voluntarily working on the piece to make sure it was in compliance.

Stockman told RACER and a reporter from Fox Sports that there was no template available for the spoiler that teams are using this weekend until they arrived at Talladega. NASCAR issues spoilers to the teams at the track and NASCAR Cup Series teams are using a nine-inch spoiler this weekend instead of the eight-inch spoiler used for races other than Daytona and Talladega.

Stockman explained that on Friday morning, one of his mechanics, upon getting the template, put it on the car and it did not fit the spoiler like NASCAR would have it do so in inspection. NASCAR officials took the deck lid as the No. 3 team was working on getting it fixed between practice sessions.

“We took the deck lid off and we’re over there sanding the deck lid to make sure the template is going to fit for today,” said Stockman. “We didn’t want any issues going through tech for qualifying this morning, so we were just fixing it because that was the first time we’d seen that template.

“We’re trying to be proactive. If we would have had the template at the shop, this would not have been an issue because the template would have fit. … We didn’t have that template.”

Before making the trip to Talladega, Stockman said his team did its best in checking what they could with the car, knowing they didn’t have the template and the car wouldn’t fit.

According to Stockman, what upset NASCAR officials was that there was bondo being used on the part. However, Stockman said there is no rule against bondo or other body filler being used although officials do not want teams working on or altering a manufactured piece.

“Every single deck lid in this field is going to have some (bondo) because you have to fit the templates,” he said. “It’s just what it is. I just wish we could have had the template at the shop — this has turned into a humongous deal, but we didn’t have the template at the shop to make the damn thing fit. Then we get here and try to be proactive about making the thing fit, so today I have no issues going through there.

“Nothing had been sealed yet. It’s an open garage — they can do whatever they want at any time they said, and I understand that, but if you don’t have the template what are we supposed to do? We have to be proactive (in fixing it) so today it fits when it goes through.

“How could they give me a penalty for that?”

The piece was taken to the NASCAR hauler and will be reviewed further by officials. A NASCAR spokesperson said any penalties would be issued next week.

Engine concerns and high speeds have led NASCAR to make changes ahead of final Monster Energy Cup Series practice at Talladega.

A one-inch wicker has been added to the spoiler and NASCAR is allowing teams to switch between two gear options (.345 and .350) until qualifying, which takes place tomorrow afternoon. Once teams get through qualifying, they then must keep that gear in the car for the GEICO 500.

NASCAR officials made these decisions were made after analyzing practice data and consulting with teams.

In a note to the media the sanctioning body stated, “It’s important to note that it’s a new package and we’re learning and making adjustments to make sure we’re in a good place when we get 40 cars on the track at the same time.”

Eight drivers hit the 202-mph mark Friday morning with 21 of the 37 drivers who participated in practice breaking 200 mph. Cup Series teams are working with a taller spoiler this weekend — nine inches from eight — and mandated teams bring the rear of the cars up higher.

The rules package for this weekend as well as the remaining two plate races at Daytona and Talladega were made following a test in February.

Final practice is scheduled for 3:35 p.m. CT.
