Please do not use oven cleaner on your wheels. Just take a look at oven cleaner manufacturer websites and they will tell you clear as day what types of surfaces it was meant for. From the EasyOff oven cleaner website: "We do not recommend using this product on aluminum, as it may pit and discolor it. It should not be used on aluminum or painted surfaces." Most alloy wheels are aluminum. Many alloy wheels have clear-coat paint on them. If it will pit and discolor aluminum, you can bet it is going to break down the rubber of those tires as well. Something that people need to understand is that when you use abrasives to clean your wheels, sure, you will get the brake dust off, but you are also removing a tiny portion of the surface of the wheel. That scouring pad he is using is going to create tiny scratches and imperfections in the surface that will make it easier for the brake dust to stick to it in the future. This will make it harder and harder to get the brake dust off over time. Get your wheels clean using a nylon brush and some soap. Apply a layer of wax to your wheels and in the future they will be super easy to clean. Try getting some ceramic brake pads! They are inexpensive, perform better, and leave less brake dust on your wheels!
