Clearcoat issues

I need some suggestions on what my options may be, other than repainting. For some reason the rear door on our car has been recleared over and the clear is starting to peel. It looks good under the clear, it almost looks as if there was no prep work before it was cleared over. I can scrape a little off about every month or so, but really want it all off now, so I can remove the pinstriping. Thanks in advance.

Must be stripped and repainted. It was a shotty repair so thats why its peeling off the unsanded surface. You can try pressure cleaning it off but I would not.
