Posting threads

Okay im i work long 12 nights & im always seeing half assed 5 word fs post...Its really annoying.

What im wondering is if there is a way to either make it to where you must have atleast a minimum post count say 100 Post before you can actually make a thread.
Because 8 times out of 10 the person posting a half ass thread is a noob with less than 100 post. It will give them time to look at other threads & see how posting a thread should be done.
