Driving a light colored Monte Carlo, lights in front windshield, no spotlight,
pulling over females, offers to write a warning, bs's then leaves.
Leaves first and makes u-turns so his tag cannot be seen.

No uniform, wearing white/grey camo cutoffs and dark color sweatshirt,
no badge. No backup car arrives.

Anyone else see him?

I would call the cops and report the vehicle. Report the area the car is usually seen in, the color, make, model, and a description of the vehicle.

Since a car is mobile, reporting this without someone else seeing it
is close to being the only one to report a UFO. If the guy has any sense
