The idea is have a stretched tire causing the sidewall to retreat inwards at an angle. Then, the car is lowered and the camber may be adjusted, so that the lip of the wheel is "flush" or even, with the body of the car. When done properly, it can be a nice effect that flows well.
Many setups do not achieve this, and many cars are not really built to ever really do it in the first place, but people will still try. Currently, having the setup similar to above is considered okay, even though the car is entirely too high to achieve what the look is going for, and the wheel is sticking out beyond where it needs to (or the camber is not aggressive enough).

Well ACTUALLY from what I have read, somewhere over in Europe the tires can't stick out further then the car and this is where it started. Not 100% sure so I wont put my name on that.
