Best Tires Available for 13"
Friend of mine has a 92 cixic with VX wheels (13"). He doesn't want to buy new wheels now, but he's going to swap in a new engine soon. He basically wants to know what the best tires - best meaning best quality, for the price - are that are available for the 13" wheels he has now.
Any ideas/recommendations?

They're just for street use.. but he wants them to be reliable for when he's got a car that actually goes somewhat fast. 
For those of you that don't know, VX rims are basically just HX rims minus an inch.
They came on the car when he bought it, and he would rather save up to do a swappy swap first instead of buying new wheels and having to wait longer on the swap.

dunno bout street tires but if he decides to be agressive and start autoxin that thing then hoosier makes the grippiest 13 out there but....not for the street lol they are like a 3000 mile tire lol if that.
