While your tire radius may be effected slightly by tire pressure and loading, drag and speed have little to do with why you are probably off.
As has as already been mentioned here if you have an overdrive top gear this will also make your final drive ratio differ from your axle ratio.
If not that then it is your tire radius, tachometer or speedo that is off.
