I'm not sure, but I don't think HIDs were an option in '03.

03 Accords IIRC do not have HID's and did not recieve them until the most recent model change (06 i believe)

Is this the V6 model? Ive seen a few on the road, and they sure as hell seem like HID's to me. Guess it could just be the projector lights with a AM bulb.
