I checked Title 14,Section 1211 on a hunch and found it to not mean what they said.


1211.100 Title 14 - Aeronautics and Space
Part 1211 - Extra-terrestrial Exposure
Title 14, Section 1211: US Federal Code Forbidding Extraterrestrial Exposure

It forbids a person to come into contact with things that have been exposed to anything outside of the Earth, I.E. returning astronauts and their shuttles.
