Rev limit issue

Default Rev limit issue

I have a '94 honda accord ex with the F22B1 vtec motor w 5 spd manual transmission. It won't let me rev past 4800rpms? like right before vtec is suppose to engage. Does anyone have any ideas what the problem could be? I bought the car not knowing it had this problem. A few ppl said distributor, vtec solenoid etc but i dont think thats what it is because my dizzy is fine and idk why the solenoid would go out cuz the car only has 87k miles. Any help/opinions would be greatly appreciated. Thanks!

I have an ek that had the same problem and IT WAS the distributor
