Check for vacuum leaks, and check the voltage on your TPS. ( I know you said it was new, but it can't hurt.)

Make sure the coolant lines are hooked up to the FIAV? I bypassed mine and my car almost wants to surge when it gets this cold. Like two days ago it was idling at 1300ish, then last night it warmed up a bit and the idle settled down to 750...

and vacuum leaks!
