V-DUB A/C and cooling fan ISSUE HELP!!

I'm working on a 2000 V.W. beetle, the cooling fan runs continuously with the car off, and the a/c compressor doesn't run, and the system is fully charged. So there is some electrical problem coming from somewhere, anyone aware of an issue with these cars in relation to this. I'm under the impression it could be the cooling fan module. but im not too sure...

Any help would be greatly appreciated

The fans should kick off eventually. I know mine run if the car is hot or if the A/C has been running even when the car is turned off. If the compressor isn't running, it could be the compressor itself.

they do not shut off.. theyll run all night till it kills the battery..

WTF!! i changed the cooling fan module, everything worked perfect for about 5 minutes. fans came on, ac came on, everything was tip top.. Then everything stopped, a/c shut down, so did the fans, now, nothing, checked all the fuses.. all good... HELP!! anyone got any ideas??
