was is the best in house way to paint a valve cover and not half ass it have it actually look decent?

Mine is totally different then yours I'm sure, but I sanded mine first with 600 grit.

Then shot a few coats of flat black

sanded the fins and words to keep them allumnium

Not to bad for a job that cost me under $50 and gets a fuckin awsome look on a set of 83-6 Stang 5.0 Covers!

I guess do with a gloss paint and a gloss clear? I did flat black and just a matte clear coat

its easy get gloss paint but make sure it can with stand high temps. prep ur valve cover u should take it off. If it has paint on it use aircraft paint remover found at wal-mart or discount. remove dirt paint and all the nasty stuff tack it with a tack cloth can be found at wal-mart and spray it in thin coats so it doesnt run or anything and spray it every 15-20 min till desired look.

Here is a shot of the VC's I did for my Accord. F22 and H23 along with the intake pipe.
I used PPG base/clear to match my car.

^^^^nice work. Thinking about doing mine. Im not the greatest painter though. Always try to spray too much.
