my hubcaps look like sh!t.and i need to make them look good....i might get rims later...but now i could use so touch up or should i say a total makeover lol.
the look of the rims that the color of the hucaps(silver)is going to the base and i think it is alittle flakey..

so tell me what should i do.

depends if you're going for good quality or just plain and simple..

from what i understand, u want to repaint your hub caps..
i wud start of from sanding the entire hub cap with 150 grit to make sure there are no big scufs or scratches..
finish it off with 400 grit for a smooth surface to paint..

after sanding, make sure the area you are going to paint is perfectly clean.. you can use some alchohol to wipe down the area if you dont want to spend money on all that special stuff, main thing not to have any greasy spots on the area you are going to pain,, it will not stick..

depends how much money you are willing to spend, you can use regular automotive spray can paint with a flat wide tip to lay the paint.. (autozone)
if you have access to the spray gun you will get a better quality paint job..

to start off you can spray very light coat of paint to sink into the area you have sanded.. after a few minutes, spray the second solid coat to cover the area completely..

if you spray right you shudnt have to spray it anymore after the second coat..

let it dry and its done..

that was the easy, cheap way of doing it.. it will cost you not more then 15 bux..

thanks bro.
so get those kind of sand paper and finish it with a primer and the finish it with the paint you want it guess lol.
if i do primer it....how many times you think i should do it?

sand the bare hub cap with 150, then 400.
prime it with 2 solid coats and wet sand it again with 400 (very lightly)
then spray color (2 or 3 coats), dont spray too close, the paint will leak..
leave it to dry
