I'd say that the difference is that with a street tune the results are not entirely accurate. although its usually cheaper than a dyno, id imagine, conditions while tuning on the street are constantly changing, such as winds or temperature or the exact way the person drives, also horsepower wouldnt accurately be measured, i suppose.
with a dyno, its a couple runs in consistant enivroment. a little bit safer too, and at the end you have accurate torque and horsepower results.
those are just my thoughts on it. I dont know everything there is to know about the two types, but probably the most basic issues.
