do you have the stock MAF in it?
O2's could also be the issue like you stated

from what I gather you said the car sat for 9 months right?
I'd check for dryrotted rubber hoses causing a vacuum leak

If when he shuts it off and turns it back on the idle is back to normal how can it be the vacuum hoses?

ls1tech.com check there, and change those O2 sensors BEFORE you ask or do anything else.

kinda missed that part, but the IAC valve could be compensating

o2 sensor readings are only account for in closed loop (aka when motor is warm) so if it's all problems that are occur at cold start I'd look at sensors that read in open loop mode like the MAF

what EXACTLY does the voltage ode say. Could it be Thottle postion voltage low? Have you modified your throttle body? Sounds like the TB maybe sticking open some. Either that or an intermittant vacum leak.

also forgot, could be the iac motor (if ls1s have em that is)

royal purple is overkill on a basically stock car IMO, $40+ for just oil is too much IMO
as far as ngk, I run them, pretty much most nitrous lt1/ls1 guys love the tr6 like I have in mine, tr55 is a great stock replacement for n/a cars

Bad advice about the oil. Put the best in you can buy. Its the blood of your motor. I run Redline.
I run NGK TR55s and like them.

well there is no such thing as too good for your motor, I just think $50 or so
bucks just for oil when your car is basically just a daily driver isn't worth it
if you have a more modified motor and your car sees plenty of regular abuse I
can understand running the "better" oils out there.
I wasn't sure which catagory this person's car fell under more

so i guess i will stick with mobil 1 super syn ok now no one knows how much they charge to change out all the plugs to ngk's:) and next week ill change the o2's and oil and then start bringing her up to par what do you guy think about a dry nos kit? let me know whats good and whats not i like wet but i dont want to deal with direct port injection

If you want to dabble in the N2O world, I highly suggest you learn all about it by reading the N2O tech on LS1Tech. There are wet kits that arent direct ports. I used to have one. NX makes some super nice stuff.
About the SAE cets. I think thats because Redline and Royal Purple both use a different base stock than the standard oil. Heres a good reading about redline: http://www.redlineoil.com/whitePaper/motoroils.pdf
