5 times a charm!!!
Heres the final version of the LED angel eyes without a center light...
The voltage regulator took a bit of inspiration from the Cadillac LED light system. The caddi system under currents everything 5%, I went 10% just to be safe! The regulator at first was overheating but I solved that by using the front plate of the fog light as a heatsink! since air is constantly blowing over it its perfect.
Wow, after seeing the technology cadillacs employ, I am definitely buying a CTS when I retire and park(legally) in the handi-cap spots.
Wish me luck, from here I start the process of mounting a xenon bulb in the center without melting the LEDs =/

White discs matched my car, and during the day they appear to be comepletely white because the backs of the LEDs are painted white. The plastic ring could be painted black after the holes are drilled but before the LEDs are glued in.
As you can see in the big pic, my original template wasnt perfectly round because I used a dremel without a guide to cut it. I woud use a guide for future versions.

As you can see its kinda simple. Less things to break or fail under the harsh conditions on the road. You could use ohms law to wire them all in parallel to the voltage regulator each with its own resistor but this would take much more time and increase the cost of the project.
The green crap will put a 5 to 10 second fade off on the LEDs to 10% output where they will sit for about 30 seconds because of the natural discharge of a capacitor and the ability of the LEDs to run on near nothing. the regulator will pull a reverse charge and it will damage it over time without the protection diode.
