Ok I just bought a beater car, a 96 cavalier.. and it has a cd player installed... But when playing a cd and turned up past half way it seems to cut out all the time but when you turn it back down its fine... Is it starving for power or? Did the person install it wrong, wire it wrong? simple ground off? Im stumped

I'd first check the ground on the cd player itself, make sure it's good. If so, then one of your speakers is probably blown (fried voice coil) and it's shorting itself. If not that, then your deck is just fucked.

could be anything you just mentioned, ground, partialy blown fuse, low impedance, damaged amp, improper wiring, or just crap brand stereo. ohms meter and a lil elbow greace will eliminate 90% of the posibilities.

sounds like it could be clipping too, are the speakers stock?
clip is when the sound is at a higher decibel then the speaker or stereo can handle
but yea the above sound possible too
whats the specs on the radio?
