If you look closely at the gold car, you can see where the fenders were welded. He did it up by the corner lights. Sucio's is a better, if more labor intensive, approach.

You can not weld just up by the corner lights and make everything work.

There is no way from the size/quality of that picture to tell where the cuts/welds were made.

If anything, I think that spot by the fender is some kind of accident damage and he/she just didn't want to remake a fender so they tried to fix/bang it out.
