Acutally the under side one is is the one that is the Number 1 thing to reduce coolant temps. that plate only slightly helps because the rubber gasket on the hood prevents most all airflow from going over the radiator.

when you go to an aftermarket hood the cooling panel helps a ton. or when you remove the rubber thing, or when it falls down.
