You'll find most of what you need at SCCA.com
If you're club racing you need the GCR - they list it as general rules and specs
If its solo (autocross) rules you need, you can usually pick one up at registration at an SCCA Autocross - or order it at the above page.

If you're a member it's $25 for the GCR. $30 for non-members.

I got mine directly from the SCCA.
