will dohc headers work on a sohc or other way around???(95neon wanting to put on 98neon will it work??

It won't work. The flanges on each header are different. If you have a DOHC, you have to use a header designed for a DOHC and same w/ SOHC. Also, the SOHC does not require a manifold gasket so don't try to put the DOHC one on. The other difference is the exhaust ports in the head are different.
